At the age of 9, Y/n Rose' mother was declared dead after several weeks missing following her dispatch on Huntsman business. In the following months, he too was supposedly killed by Taiyang Xiao Long (View profile-Joker). 9 years later, Y/n Rose resurfaced as the Red Hood. Following the death of his partner, Y/n Rose rampaged across Atlas until he found and eliminated Roman Sionis (View profile-Black Mask)
Following this, he proceeded around the known world and four Kingdoms, tearing through the criminal element. His motives for this is still unclear. During the events of the Fall of Beacon, Y/n Rose' identity was revealed by James Ironwood. Following the events of the Fall, the target disappeared for approx. 1 year.
It is unknown why, but after a extended period of inactivity, Y/n Rose suddenly tore across Vale, aiming to take down a armed takeover that had attempted to fill the power vacuum left in the wake of the fall. (Suspected Involvement with Oswald Cobblepot/The Penguin) Following his actions, he once again disappeared before next being observed in Mistral, accompanied by two women. (Identified as Yang Branwen and "Neo"/True name unknown) Was last seen in Argus on the northern coast of Onym.
He is known to be armed and extremely dangerous with a blatant disregard for the law. Take extreme caution in approaching the target. HVT is designated with a kill/capture order. The General himself would prefer he be eliminated. All units, keep this in mind should he resist capture. The Kingdoms safety is paramount.
Addendum- In the time following the events of Atlas Fall, people have regarded those responsible for the citys' collapse as heroes, namely Y/n Rose and Roy Winchester. Had it not been for the actions of Y/n Rose and Team RWBY, not only would Atlas have been overrun by Salems forces, but it would have resulted in the total loss of the civilian population.
While the methods were crude and left many without so much of a Kingdom to call home, many were thankful just to escape with their lives. Thus for the crimes committed in the course of the Atlas Fall event, there has been a posthumous pardon submitted for review. Team RWBY has been cleared. Y/n Rose and Roy Winchesters are still pending.
A concerning trend of civilian support for the deceased subject has remaining personnel concerned. Caution is advised when interacting with residents of the shantytown. Some have demonstrated violently against active Atlas personnel. Even in death, the subject has proven to be a continuous problem for the Atlas Military.
