"11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos Nigeria last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred."

"Our people's blood is spilled on foreign soil. Not only because of the actions of criminals but by the indifference of those pledged to stop them. Victory at the expense of the innocent is no victory at all."

"The Wakandan king went on to say..."

I turned the news off and walked downstairs to the kitchen. I grabbed a bottle of water from the fridge and then I took a brownie from the box that we had brought yesterday. It had been hard over the last few weeks in the compound. My dad and Wanda had been distant since dealing with what happened in Nigeria and the rest of us were just waiting for something bad to happen. We were expecting Tony to visit us today and talk to us about the whole situation so we were all anxious throughout the morning. I went back up to my room and sat on my bed while scrolling through my phone. After a while, my dad came into my room.

"Tony's here and he's brought the secretary of state with him." He said as he stood in my doorway.

"That's not good." I said.

"No, it's not. I'm getting everyone downstairs."

"Okay, I'll go down now."

"Thanks. I'll meet you down there."

My dad walked away and I got off my bed and started walking downstairs and I walked into our meeting room where some of the team was sitting. I sat down opposite Pietro and next to an empty seat where my dad would sit once he came downstairs.

Vision, Sam, Pietro and Wanda sat on one side of the table while Rhodey, Nat, my dad and myself sat on the other side. Tony had sat himself in the back corner of the room, away from everyone else. We all faced the front of the room where Secretary Ross was stood.

Secretary Ross sighed before he started talking. "Five years ago, I had a heart attack... and dropped right in the middle of my backswing. Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me. Perspective. The world owes the Avengers an unpayable debt. It owes some of you in this room more than others." Ross continued looking from me to Pietro. "You have fought for us, protected us, risked your lives... but while a great many people see you as heroes... there are some... who would prefer the word vigilantes."

"And what word would you use Mr Secretary?" Nat asked.

"How about dangerous? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Ross said and then pulled up a map on the screen and moved aside so that we could see it clearly.

"New York." He said as he showed footage of the attack in New York. "Washington D.C." He then showed a clip of the hellicarriers falling from when my dad and Nat took down SHIELD after it had been infiltrated by HYDRA. "Sokovia." He then showed us footage of what happened in Sokovia which brought back a lot of unpleasant memories for me. "Lagos." He then showed the most recent footage of what happened last month.

"Okay, that's enough." My dad said once he saw how uncomfortable we all seemed after seeing the clips.

"For the past 4 years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." Ross then placed a large book onto the table and slid it across to Wanda. "The Sokovia Accords. Approved by 117 countries." Wanda slid the book over to Rhodey. "It states that the Avengers shall no longer be a private organisation. Instead, they'll operate under the supervision of a United Nations panel only when and if that panel deems it necessary."
