First of all, no. No, he did not. Monoma was trying to get Midoriya to respond to him, because he obviously copied Shinsou's quirk. He needed to get Midoriya to talk. They're in a battle. So yeah, it's normal he'd say anything that could help him. If he was battling villains, it would be the same.
Monoma also doesn't know how bad Bakugou feels about this. He wasn't there at their fight. He didn't know. He couldn't know.
I also heard someone saying that this is as bad as Bakugou telling Midoriya to kill himself.
