= The Sokovia Accords =

I was watching the news with Wanda, I was too sad to watch it on my own and Wanda was pretty sad too so we just stuck to each-other.

News Reporter: "11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos, Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred."

King T'Chaka: "Our people's blood is spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all."

News Anchor: "The Wakanda king went on to..."

I attempt to cancel out the sounds around me, but it only works for a few seconds. I then sat there leaning against the wall wearing one of Steve's hoodies which was oversized on me along with a pair of black ripped jeans and black socks.

News anchor: "They are operating outside and above the international law. Because that's the reality, if we don't respond to acts like these."

Wanda was sitting on the edge of her bed, watching the news on her TV. While I watched sadly beside her near the wall.

News Anchor: "What legal authority does an enhanced individual like Wanda Maximoff have to operate in Nigeri -"

The TV turns off. I look to the door and see Steve set the remote down and leans on the door frame. "t's my fault." Wanda starts, but I place a hand on her shoulder.

"It's all my fault, I thought I could handle it on my own, but I couldn't." I said sadly, bringing my knees close to my chest.

"That's not true."

"Well then turn the t.v. back on, they are being very specific." I spoke with sarcasm, but not the usual amount I usually would say.

"I should've clocked that bomb vest long before you had to deal with it." He walks over. "Rumlow said "Bucky" and... all of a sudden I was a 16-year-old kid again, in Brooklyn." He sits beside me and I loosen up a bit. Steve grabs the hood and gently takes it off of my head so that he could now see my tear-stained face.

"And people died. It's on me."

"It's on all of us." Wanda spoke looking at me with a sad look.

"This job... We try to save as many people as we can. Sometimes that doesn't mean everybody. But if we can't find a way to live with that, next time... maybe nobody gets saved." Vision interrupts Wanda, Steve, and I by walking through the wall into Wanda's room. I sigh and just face palm.

"Vis! We talked about this." Wanda spoke.

"Yes, but the door was open so I assumed that..." He gestures to the door then stops. "Captain Rogers wished to know when Mr. Stark was arriving."

"Thank you. We'll be right down."

"I'll... use the door. Oh, and apparently, he's brought a guest."

"We know who it is?"

"The Secretary of State."

"Just perfect..." I groan pulling my hood back up. Everyone got up and left except for me and Steve.

"It wasn't your fault, it was just a small mistake. You are not a bad person, Kara."

"Or what if I am!! All of those Wakandans would've been alive if it weren't for me! They should have some sort of thing where they can keep us in check. Cause I am dangerous." I spoke before standing up and walking out of the room, but not before I slipped on my green vans.

The Secretary of State, Thaddeus Ross, is standing at the head of a table. Rhodey, Natasha, Steve, Tony, Sam, Vision, Wanda and I were all gathered around. He had called an Avengers meeting. "Five years ago, I had a heart attack. I dropped right in the middle of my back swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some... who would prefer the word "vigilantes". " He then looked from Wanda to I.

"And what word would you use, Mr. Secretary?" Natasha asked looking at him, I looked over to Natasha and she gave the slightest hit of a smile.

"How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Ross activates a screen behind him. News footage from past Avengers and SHIELD matters flash on the screen as he speaks.

"New York."

A Chitauri leviathan. Terrified citizens. A soldier firing a gun. The Hulk smashes into a building and sends a dust cloud to engulf the camera. It showed me blue fighting against Steve for a hot second. I look over to Rhodey who looks regretful. He glances behind him at Natasha.

"Washington DC."

The three Insight helicarriers, firing on each other. The destroyed Triskelion. A helicarrier crashing into the Potomac and throwing up a massive wave, engulfing citizens and the camera. Sam looks down.

"Sokovia."

Terrified citizens, running. The city rising. A building falling over. Wanda stares at the screen, as does Tony.

"Lagos."

The burning building. Paramedics moving a body. A dead girl. I look at the footage and I just feel a wave of emotions come over me, regret, pain, sadness. I could feel my hands begin to shake, I could feel the tears threatening to spill. I look over to Steve who looks back at me and intervenes.

"Okay. That's enough." Secretary Ross nods to an aide and the images disappear.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." he places a thick document on the desk and passes it to Wanda and I. I pick it up, then slide it to Rhodey. "The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary." I nodded, if this is how I can try to save everybody. This is how I'm gonna do it.

"The Avengers were formed to make the world a safer place. I feel we've done that." Steve argued, I looked up a single stray tear rolling down my face.

"Tell me, Captain, do you know where Thor and Banner are right now?" Steve looks into Ross's eyes. "If I misplaced a couple of 30 megaton nukes... you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

"So, there are contingencies." Rhodey speaks.

"Three days from now, the UN meets in Vienna to ratify the Accords." Steve glances at Tony. "Talk it over."

"And if we come to a decision you don't like?"

"Then you retire." Natasha then stifles a smile.
