This us just my opinion and personal headcanon of what Andy was thinking.
They weren't willing to just let peiple like that walk away with just a lesson. They made those people who hated them be examples and a lesson. Not just telling them off or scaring them gwtting rid of them. Andres and his sister were heroes painted by those people as monsters.
It's still the same a mutant goes against someone and they're the bad guy. Someone gets pushed too far and they get painted as the bad guy. We need to be willing to hurt them. Let them feel what it's like and tear down what they've built on our suffering.
The Frost sisters are necessary for what's coming. This is a war and we've been letting the enemy have the upper hand and letting ourselves lose person afte person.
Because we were weak. Esme and her sisters aren't.
