So everyone knows about the whole Captain America is HYDRA thing right.
WELL DONT PANIC.
I read the second issue and it explains how Kobik the humanoid-little-girl version of the tesseract altered Eric Selvig's memories to make him think he was part of HYDRA. She lived with Red skull at this point so when he found out, he told her to do it to Steve. Basically, Steve has memories of being part of HYDRA/ his mom being part of HYDRA but he isn't actually HYDRA.
