It's been a few hours since Hatred easily beaten Izumi in the middle of the city which was broadcast worldwide. However it was through Hatred speech and fighting that put the entire world into a questionable position.
Firstly was who did Hatred meant by helping someone who gonna change humanity current path.
Which planted the seeds of doubt and distrust towards heroes of Union which questions Union deeds and intentions.
Because of Hatred actions and Izuku wrongful imprisonment, the powerless and the poor have lost all trust towards Union thus they abandoned the city.
However upon Izumi return to Union the 'heroes' discovered that something is wrong with her quirk as apparently it's unstable. That wasn't all as Gudako apparently became afraid of Izuku after she lost her right hand during lunch.
An: basically Izuku (Decoy) ate her entire hand at lunch even though it was her fault for not listening to the teachers warning of leaving Izuku alone.
Meanwhile at Haven.
Currently the newly citizens, that Hatred provide, are in the newly floating city that Izuku created with his powers.

An: Hatred gave Izuku the idea of using floating cities above worlds to save space and resources thus keeping beautiful worlds mostly the same.
However at the moment Izuku are discussing a important meeting with Aoyama, Nagant, and Stain involving the rules and laws which didn't took long thanks to Hatred suggestions.

After checking the 12 Golden Laws with the three first new generation of heroes Izuku then store the laws into a safe which is stored into his pocket dimension.
Hatred: "Now that the laws are secure I believe it time for you to make your first move by bringing the powerless and poor into Haven" he said surprising Aoyama, Nagant and Stain yet Izuku frown.
Izuku: "Are you sure because Union would assume I'm a fake" he said which Hatred chuckle.
Hatred: "Thus why I'm adopting you as one of my own considering your disowned and thanks to Dr Veno you don't need to hide your identity" he said surprising them.
Izuku: "Why are you adopting me even though I'm an god?" He ask making Hatred sigh.
Hatred: "I see a tiny bit of myself in you when I saw your condition in Tartarus so think of this as a second chance of having a father figure who give a sht what happened to you" he said causing Izuku to actually crying.
Izuku: "Then I will be honored to be adopted by you" he said making Hatred smile a bit as he infused a bit of his tiny powers to Izuku which felt like he can actually feel emotions again.
Hatred: "From this moment on your new last name is Anastasius" he said.
An: which mean rebirth.
Izuku Anastasius: "Well then let's humanity new age begin" he said then vanish.
