The user of the quirk can decide whether or not someone else's quirk works on them specifically. Whoever is effected can still use their quirk, just not on the person with this quirk.

Weaknesses-
Can only be used on 3 people at a time.
Overuse results in the quirk temporarily shutting down for the day.
