The students won't have these teams instantly they will start with like 1-3 not fully evolved at the start of the story. ALSO THESE AREN'T THE ORDER THEY WILL GET THEM IN
All gym leaders will have the teams from the black and white 2 tournaments and if they don't have a black and white tournament team well then they have their rematch teams.
