She used this book only when Kai and Bogum approached her. She did this because she wanted to take revenge. Because Jungkook ancestors killed her husband when he stole this book from the library. She didn't used the book because, she doesn't have any support from anyone. So when Kai and Bogum approached, she immediately said ok. The leaders did search for the book. But when they couldn't find it, they started to find the cure for all the curse magic.
