Scarecrow: Wait a minute, Scream Queen. How about we give him a whiff of the fear gas!
(Scarecrow throws the pumpkin at The Arbiter as it releases the fear gas, but The Arbiter isn't affected.)
Arbiter: Nice try, Scarecrow! (teleports out) But even if I did breath your fear toxins, it wouldn't work. Wanna know why? (teleports in) Because I'm not afraid of anything!
(The Arbiter slams Scarecrow into the wall, and then Scream Queen uses her powers, damaging The Arbiter's suit, but it regenerates, much to her shock.)
Arbiter: Was this supposed to hurt me?
(The Arbiter then punches Scream Queen's face fifty time, knocking her out.)
Arbiter: This will hold you for a while.
(Scarecrow tries to strike The Arbiter with his scythe, but the anti-hero dodges by constantly teleporting as he then slashes his scythe before kicking him in the gut fifty times as he prepares to kill him.)
Arbiter: End of the line, Scarecrow. Any last words?
Scarecrow: (glares) You won't win... even if you kill me... this damn city will be intoxicated with my fear gas!
????: Are you sure about that?
(Phantom Lady comes out of nowhere.)

Phantom Lady: My friends and I have already taken care of your "treats"!
(Scarecrow growls in anger, but the Arbiter breaks his neck and rips off his head before turning to Scream Queen, who gets up.)
Arbiter: Oh, I totally forgot!
(The Arbiter approaches Scream Queen, who tries to harm him with her screams, but it proved to be ineffective as The Arbiter slits her throat, causing her blood to be spilled.)
Arbiter: (turns to Phantom Lady) You're not from the Justice League, are you?
Phantom Lady: Nope, I'm part of the Freedom Fighters, along with Black Condor, Doll Man, Human Bomb, Plastic Man, Uncle Sam and The Ray.
Arbiter: Then you're okay in my list.
(Phantom Lady smiles as The Arbiter teleports away. Unbeknownst to both of them, a certain villainous counterpart of Batman is watching everything from afar.)
