Some people consider this to be a completely separate genre, but under the right conditions Spy-Fi is indeed, a sub-genre of Science Fiction. Take James Bond, for example. Many of his gadgets are rooted in Sci-Fi, as are many of the stories.
Alias, Chuck, Spooks (MI5 if you're American), and Nikita. All are examples of Spy-Fi that feature many elements of science fiction.
A Spy-Fi may also be set in an imagined future, or an alternate history... Thus, it's Sci-Fi..
