When she graduated from High school, the school came back to their roots. So much so, that it came back with a bigger impact.

On the next year — the first day of the semester, most students used their powers fully, as if they were starving for weeks. 

Even after the peacefulness Leilah gave them, you'd think they would change their minds and stop abusing their powers after having experienced it

"Did it actually... make the school peaceful?" Sera asked with disbelief

"Yeah, you would've been surprised" Leilah replied, "It took me quite a while to ingrain it to their heads. But the hallways became much more quiet, and the students roamed around fearlessly"

"Is...Is that the reason you take powers away, Sis?"

Leilah was a bit hesitant to answer, but she did anyway, "Yeah... If it wasn't me, no one else would"

"But... what if it backfires the same way your school did?" Sera asked, but Leilah didn't reply — her hair covering her eyes, "Are you sure the sacrifice would be worth—"

"Sera!..." Leilah subconsciously shouted, "Please, just let me handle things"

Sera was stunned, she was left speechless. She didn't expect that her sister would react like that. Her secretive behavior almost reminds her of John

"I-I'm sorry Sera... I didn't mean to—"

"It's fine Sis, really. Don't worry"

The table went silent, and the atmosphere around them were too awkward and tense

"Sis...?" Sera began

"Hm?"

Sera felt like she shouldn't bother her again, but she wanted to ask this for so long, "Do you know why there's people going around selling drug amplifiers?"

"How do you know that, Sera?" Leilah asked, raising an eyebrow

"Actually, a friend of mine became a vigilante recently, and almost died after learning the truth" Sera said. She was talking about Remi — which almost died twice, actually

"It's because of those rotten authorities"

'So Sis knows about it?' Sera asked herself, "But why?"

"It's for more control..." Leilah vaguely replied

'More control? How does amplifying a person from a low-tier district give more control?' Sera asked herself. She couldn't make sense out of her answer, "Sis, what do you mean by that?"

"It's actually not much of a head-scratcher if I explain it to you..."

Leilah explained it to her once again, about how the authorities use their amplifiers to gain control

The authorities hands out their amplifiers to their carriers, the one that offers the drug like Volcan for an example

They give them to power-hungry mid-tiers in an isolated district. The drug won't last forever, so they have to inject themselves from time to time. At first, they give you the drugs for free, but for seconds — they come for a great price, as much as buying a mansion

That said amplified person will know that they'll be screwed if they can't buy another amplifiers, so they'll make the people in town work their ass off just so he/she can buy seconds, thirds, and so on — and the citizens can't do anything but to listen to the strongest if they value their lives
