I think you should talk this out with her, anon! It's okay to be a shy person but she needs to understand that she's not being the best friend. Don't be mean or anything of course, but just bring it up gently, let her know how you feel and she'll come to realize.
And if she still doesn't care, then that's when you should start ignoring her unless she makes the first move to talk.
