After nearly drowning in a pool of liquid Grimm Izuku gains the power to summon and control these creatures, not through negative emotions, but through his kind and noble heart.
Sometimes fate can have a weird sense of humor. That was something Izuku learned after meeting his Idol. All Might had just rescued him from the Sludge Villain and told Izuku that he could be a hero.
After All Might left Izuku was filled with joy and happiness, because his idol believed in him.
Izuku (mind): All Might said I can be a hero, I can't wait to tell Mom.
Izuku got up and headed home, on his way there the streets were blocked off due to it being rush hour. He then decided to take a shortcut through an alleyway.
Izuku: This place looks scary, but it's not going to stop me.
Izuku kept going, unaware of what was going to happen. He sees a large pool of black liquid in his way.

He tries to jump to the ladder on the fire escape, but the bar is moist and he falls into the black liquid.

Izuku held his breath hoping not to drown, but even that didn't help what was happening. His skin started to burn like it was on fire. He was in so much pain that he opened his mouth to scream, only for the black liquid to enter his body and begin to burn inside of him. He eventually passed out from the pain and then he began to have visions. Visions of black creatures that cause destruction in their path, and then he saw a vision of himself leading these creatures against the villains and helping the heroes. When the visions ended he regained consciousness and swam out of the liquid a lot easier than before. He finally reached the surface and climbed out.
