It was the cliche "academic rivals" trope. She despised the boy because it seemed as though he barely tried at the Academy, yet he still ended up with better marks than she did.
There was also the part about how he was such a terrible best friend to her boyfriend — Sejanus Plinth. The District-born boy was the kindest and most tender-hearted person Flora had ever met.
It wasn't a shock when she found herself falling for the boy. The Plinth family had moved to the Capitol when their son was 8. By the time he was 16, he was dating the little girl he'd accidentally ran into on the playground his first day of school. Everyone at the Academy was sick of how perfect the two were for each other.
Just after the end of their time in the Academy, the 10th Hunger Games took place. An annual event that Sejanus despised, Coriolanus supported, and Flora felt indifferent about. This one was different, however. The top 24 students would be mentors for the tributes, a way to get the Capitol citizens more interested in the Games again.
The students' involvement in the Hunger Games changed a lot about Flora's life that year. Somehow, both Coriolanus and Sejanus cheated. Both boys weren't given any other option but to leave the Capitol and served as Peacekeepers out in the Districts for 20 years.
Flora was devastated.
It was then that she realized marrying Sejanus was essentially out of the question. Her parents had come to terms with the fact she was dating someone born in the Districts, but they'd never let her wait 20 years to marry him. So, through tearful eyes, the couple broke up on the train platform, promising to still keep in touch as much as they could.
A few weeks later, Flora began University, studying Advanced Military Strategy and became a junior Gamemaker under Dr. Volumnia Gaul, the Head Gamemaker. This was a lifelong dream of her's. Everything about Dr. Gaul and her work intrigued the girl.
About a month or so after she began at the University, Flora was shocked to learn one thing and see another. She'd learned that the once love of her life — Sejanus Plinth — would be hanged for treason out in District 12. And to see none other than Coriolanus Snow waltzing into the lab. Peacekeeper uniform and all. Why was he there and not out in his assigned District?
Dr. Gaul addressed the blond boy, announcing two different things she'd decided, both of which shocked Flora. One more than the other.
1. Coriolanus Snow would start studying Advanced Military Strategy and become a junior Gamemaker at the University under Dr. Gaul.
2. To save his image, Coriolanus Snow and Flora Fox would become a couple. A public spectacle of sorts.
