After Fury's death, the two assassins reconvened. It was an unspoken agreement between the four of them—her, Natasha, Clint, and Viktor—that in case of any emergency that puts any of their lives at risk, they would stick together no matter what. And with their director, the head of their agency that gave them a second chance at life, dead, it was automatic.
But Clint was with his family, and Viktor was on a top-secret mission that was need-to-know, and Fury took the details of that mission with him. So it left Natasha and Gwen to continue their pact.
Natasha had told her of Steve's suspicious moves, and without hesitating Gwen was on board with confronting him. They both were shocked at the news of him being a fugitive of SHIELD, so it made them move even faster. The redhead quickly stole the drive and was assigned to confront him, while Gwen kept watch.
