After Jaune's transcript was revealed by Cardin he was betrayed and disowned by one the once he called friends and family. During that night he started to remember who he truly was. He was the second strongest duelist. Seto Kaiba.
"So what are we going to do about this Seto Kaiba person. Small rumors from Vale say that he was heading somewhere." A third council member said which made everyone in the room quite for a bit.
"He's probably not even real and besides even if he was. He wouldn't come here at all. Atlas can not be defeated." The first council member replied.
Outside the Conference room
Kaiba has set C4 on the door as he had heard enough from them. It reminded him of the Big Five and it angers him just a little bit. He backs away from the door from a good distance and the automatic timer goes off.
"Ladies... Gentlemen or rather should I say the so-called Council of Atlas, James Ironwood, and Jacques Gelé. You've eaten well, you've eaten Atlas's wealth and it's spirit but your feast and your plan nearly over. From this moment on none of you are safe or leaving this room alive ever again." Kaiba says as he reveals his two face down cards in front of them.
"In case you haven't noticed by now these two cards have the ability to drain your health away. And since your so close to death. I though why not visit the most secured place in Atlas and take out its trash." He said with a disappointed look on his face as he summons Blue-Eyes White Dragon.
"Eliminate them from my sight my loyal monster." Kaiba says as Blue Eyes fires it attack on them leaving no trace behind.

As Kaiba looks outside the window and sees where he's going to make his announcement to all in Atlas and Mantle. After all, he's now in charge of this place. He smiles as he would never admitted to anyone but he has always enjoyed doing the dramatic entrance. It's best to plan ahead and to surprise the audience.
"Noah and Whitley... Meet me at this place. It's time for the people of Solitas to know my presence." He states.

"Nice place you choose Kaiba." Noah said.
"It will have to do for now anyway. Let's get to work." Kaiba replies, "Whitley prepare for a broadcast for everyone on Solitas can hear my announcement."
"Right away." Whitley responds, "we're going live in three... two... one!"
Kaiba is shown on the screens around the Solitas as he sits proud at the once chair of Ironwood and sinister as he sends an announcement across Solitas to show how serious he is to them all.
"Citizens of Solitas, lend me your ears and listen to me very carefully! my name is Seto Kaiba, the world's greatest duelist, soon to be the world's king of games, and ruler of this entire continent! Now, witness the beginning of the greatest company of all time that will make the Schnee Dust Company look weak forever!"
The screen switches to a giant cave where the Grimm have infested it. As the ground began to shake and blue glow coming out of it until the ground explodes revealing Ultimate Blue-Eyes White Dragon.
Kaiba's strongest Monster opens up its three mouths and charges the blast as people watch and fires the beam of energy straight towards the cave, destroying it entirely as people stare in shock and fear of what they just saw.
Everyone begins to panic as the massive screen board shows a Kaiba's emblem on it as his signature laughter can be heard across the screen.
