The white patch of hair is a birth mark that appeared early on in the growth chamber and the Kaminoans still don't know how it happened. Specter's brothers like to believe he is "cursed by a ghost", hence his name (specter means "a ghost"). He's also called Specter because he often scares people when he walks up on them due to being so quiet.
