The Power Note looks like this:

It's similar to a Death Note, where if you write something down, it will happen.
This note must be handed to you in battle by a Shinigami.
The starter categories are "Love" and "Hack", so anything to do with those, you can write down.
You can unlock more categories through battles.
If you'd wish to write something new, you have to skip a line.
All of this, along with some other stuff, is written in the book.
