When you think about this schizophrenic fire lover in mvm, the first thoughts would be important, so, would you? A, play your normal way, B, equip the phlog for tanks and never touch that loadout unless going into mvm, C, run gas passer and utilise it's upgrades, or D, run both B and C for maximum damage at the cost of projectile countering.

Now the best load out according to most is not the gas passer, and any flamethrower with tank rounds switching to phlog to tank scorch, but if you use a flamethrower like Dragon's Fury and gas passer secondary, it might actually be better, because Dragon's Fury shoots a fireball that could light the gas and then decimate bots with the explosive gas upgrade, pyro in the 'meta' use max damage and ammo, which might be useful, but 'meta' lovers that want everyone to stick to the meta will kick you off high tours because of you run gas passer pyro.

A pyro isn't the best class for mvm, which actually contradicts its active pub or casual/competitive modes, where a pyro is terrifying if you aren't careful, and a nightmare if your running no bullet secondary on soldier or just playing demo, so if you do go pyro, I believe your main jobs are tank scorching, spy checking and bomb resets, if there's environmental hazards, then most pyro's go for them because they can't really do lots of damage without doing the wm1 or maxed out gas passer.
