Since quirks sometimes develop when a person is in danger, my theory is that Ms. Joke's quirk developed because she was depressed and couldn't smile. I believe that her hero costume palette is colored after hospital codes & antidepressants, and her quirk drawback would probably be depression. And if she already has it, then maybe that's why her costume is designed to cover her wrists...

^For anyone wondering/can't remember, the primary colors of Ms. Joke's costume are orange, yellow, and green, excluding her black shirt. In most hospitals, a "code orange" signifies hazardous materials that are either internal or external. In Ms. Joke's case, those internal hazardous materials could be antidepressants when taken in excess. A "code green," on the other hand, signifies violent behavior from a patient or a request for security assistance. If Ms. Joke was attempting to harm herself via c*****g with a knife/sharp object, this would qualify as violence—although self-inflicted—and warrant back-up from security.

^^If you're familiar with antidepressants, you're also aware that the typical antidepressant pill is bicolored; specifically green and yellow, although some pills are completely white and some pills are completely orange

While green and orange are mainly represented in her character design by her shorts, bandana, and hair color,  yellow can easily be found in Ms. Joke's outfit throughout her gloves, armbands, smiley belt, and smiley mask.

Ms. Joke's quirk is Outburst — an ability that forces her targets to burst out into an uncontrollable laughter that impairs their cognitive abilities and allows Fukukado to take them down. But unlike Uraraka who uses armbands to reduce nausea, or Deku who uses gauntlets for Air Force, there is no quirk-related purpose for Ms. Joke's armbands.

So while this is all simply conjecture, some interesting points have been raised...

Is our favorite Smiling Hero just out to make a fashion statement...
