Mega Man and PAC-MAN, how come you two don't have a voice actor just like Mario and Sonic in Smash?

ANSWER
PAC-MAN: Hmm, that's a good question. Well, I'm not so sure about it myself, but I think they just did it to give us that retro-like feeling.
Mega Man: I agree. And besides, we're not the only ones with no voice actors in the game.
PAC-MAN: Yeah. Well, the only one who doesn't actually have a voice actor besides us is the Piranha Plant.
Mega Man: Well, what do you expect? It's a plant, they never talk.
PAC-MAN: I-I knew that! I was just... wondering if you knew. (chuckles nervously)
Mega Man: Sure, you did.
