I haven't read this manga yet, so I'll go based off what I've heard. I don't feel like Tigerstar really loved Sasha, I think he was just manipulating her like he did everyone else. Perhaps he just wanted some more tIgGy cLoNeS to serve him. Let's be real, once Tigerclaw/star became deputy he cared for no one because he finally reached his ambitious goals. He manipulated cats to make them think what they want is real. As long as they were loyal to them he didn't care. Just like Goldenflower, Sasha did love him, but once she realized who he was she knew he never cared. All their "romantic" and "love" scenes were just him playing with her heart to benefit his goals.
