Start from the beginning
                                    

"What would you call a group of US-based, enhanced individuals, who routinely ignore sovereign borders and inflict their will wherever they choose and who frankly seem unconcerned about what they leave behind?" he continues

He moves over to the side presenting his presentation on our most recent doings.

"New York," he states as he shows a video of Banner, crashing into buildings and people running in fear.

"Washington, D.C," he states again as he shows a video of explosions and crashes with people running in fear again.

"Sokovia," he continues as he shows footage and wreckage from Ulton's attack.

"Lagos," he finishes as he shows wreckage from Rumlow's explosion.

Wanda turns her head to shield herself from the footage of her mistake. I look around at everyone. Everyone is either visibly upset or looks uncomfortable. I look over at Vision who was simply looking at the floor.

"Okay, that's enough," Steve states

"For the past four years, you have all operated with unlimited power and no supervision. That is an arrangement the governments of the world can no longer tolerate. But I think we have a solution," the Secretary continues

He places a large book onto the table for us to look at it. I slide it over to myself so I could read it.

"The Sokovia Accords?" I ask

"Approved by 117 countries, it states that the Avengers shall no longer be a private organization.  Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary," He states as we all pass the book around to look at it.

"The Avengers were formed to make the world a safer place. I feel we've done that," Steve states

"Tell me, Captain, do you know where Thor and Banner are right now? If I misplaced a couple of thirty megaton nukes, you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground," he replies

"So, there are contingencies," Rhodes states

"Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over," the Secretary states before he leaves.

"And if we come to a decision you don't like?" Nat asks

"Then you retire," he replies

We all begin to discuss our opinions on the new Accords. Things got very heated and arguments rose from everywhere. It came to a point where Tony sat with his head in his hands. Sam and Rhodes stood up in an argument. Steve sat there quietly reading over the Accords as everyone spoke.

"Secretary Ross has a Congressional Medal of Honour, which is one more than you have," Rhodey stated as he pointed to Sam

"So let's say we agree to this thing. How long is it going to be before they LoJack us like a bunch of common criminals?" Sam replies

"117 counties want to sign this. 117, Sam, and you're just like, 'No, that's cool. We got this.'" Rhodey states

"How long are you going to play both sides?" Sam asks

Vision interrupts immediately after.

"I have an equation," Vision states

"Oh, this will clear it up," Sam says sarcastically

We all look at Vision waiting for his equation. He was usually so quiet so we all were attentive when he spoke up.

"In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons had grown exponentially. During the same period, the number of potentially world-ending events has risen at a commensurate rate," Vision states
