It doesn't necessarily mean that they didn't like what they read, but it also doesn't exactly mean that they just didn't want to vote and comment, either.

I feel your pain, but don't go overboard and start demanding things. Think of the people that do vote, they didn't do anything wrong to deserve that on hold book in their inventory.

I understand it bothers you, but honestly, at the end of the day, there is nothing you can do. If readers want to be silent while they read, they'll do it.
