Felix and Luke are the same person.

Both have a scar on their face that's relatively long.

They both died at the hands of their employer.

The way it goes is: When Luke died at Olympus, he wasn't fully dead, so the Fates sent him to Neverland to please Hermes and so he won't be involved in the real world. Here, he recovered, and began to go by the name of Felix. He became loyal to Peter Pan, who was still evil, and had helped him recover from the stab wound.

But his fate could not be undone, and the minute he got to the real world in Storybrooke, his fate began to come back. He, no matter what, was destined to die at the hands of someone he trusted and was employed by.
