The simulacrum holds a vast majority of the army. If anyones data is inside a clone construct can always be born even if the original host has been slain. They will end up missing there personality and emotions from before but they still end up a strong force to reckon with. In theory it is possible for someone into the simulacrum to get out via hacked out or such by an outside force but...they would go mentally dead.
