Visenya Stark was raised by her Uncle Ned and Aunt Catelyn in Winterfell.

Her father Brandon Stark and her mother Alysanne Targaryen, the Mad Kings eldest daughter, were murdered King Aerys. 

She and her twin brother Aegon, and younger siblings Daeron, Aragorn, Aemon, Donavon, Daemon and Rhaenyra were left with the whole Targaryen wealth.

Robert wanted to kill them after he had won the war. But her uncle Ned threatened to annex the North and go to war with him if he tried to kill his nieces and nephews.

And so the years passed. And Visenya lived. She knew the truth. Her family had been slaughtered. Only two other Targaryen's lived and they had fled to Essos.

So she remains a threat to Robert Baratheon's dynasty. Knowing that one day, she can possibly take up arms and overthrow him.

But until then she remains in the North. Until her uncle Ned deems her ready to rule the North.
