I'm not sure about this yet, but... Maybe new character? I have a role for her, but I'm not sure how important she'll be if I end up putting her in. You can probably tell what she does from the title and her Cutiemark.
She's another engineer, making her the 5th one in Awoken, dear god. Of course, Factories do need plenty of engineers... Aha...
The difference is here:
She specializes in designing weapons, hence the high-tech machine gun that she's carrying in the photo.
