"The two of our field agents you just mentioned have both been found dead the day you arrive." Mr. Albiar said. "And you, Miss Emma Bloom, survivor of the fabled Miss Peregrine's Peculiar Children who miraculously survived the bloodbath in Devil's Acre, but somehow disappeared for the last ten years. Really? Who would believe that?"
"You have another ward of Miss Peregrine here. I don't see you question her." Emma said.
"Olive was with us when we evacuated Devil's Acre. You are not." Francesca pointed out. "The fact that you disappeared for ten years and show up here all of a sudden inevitably sparks questions regarding your intention."
"My intention? Do you have any idea how much they have taken from me?" Emma trembled in rage. "I spent nine years in a god-forsaken ruin mourning the family Caul killed right in front of my eyes! If anyone has most reasons to hate the wights, it's me!" Emma slamed her hands against the table, sparks of fire coming out from her clenched fists. "I have been fighting this war for over eighty years, and it's always them chasing, hurting us! I want to hurt them back!"
"And? You want to hurt them, that's your whole reason for coming here? You could have come here ten years ago." a councilor said.
"You are not very convincing, Miss Bloom. Any wight can come up with something like that." Another said, "We can't trust them."
Emma stood up to glare at them. Her hands glowed red and her handcuffs melted.
The councilors looked at her nervously.
"You are not any better than wights." Emma said. "This world is running to shit and you all just cower here doing nothing with all the resources you have!" Then she kicked the chair over and stormed out of the room.
"Stop her!" someone shouted.
"No, just let her go." Sharon said. "She can't leave this loop anyway."
"Well, we can't just leave her to do whatever she wants." Mr. Albiar said.
"We will deal with her later. Let's decide what to do with these two first," Francesca said, gesturing John and Blanche who had yet to recover from the shock of Emma's sudden outburst.
"Maybe we just let them stay here. But don't assign them any job until we have further proof of their loyalty." Mr. Albiar suggested.
John and Blanche knew better then to say anything.
"I agree," Francesca said. "This loop was meant to be a shelter, we shouldn't limit it to a military base." Then she turned her head back at John and Blanche, "I would like you to join the residents of this loop, you won't be given any duty beyond that of an average civilian."
"What choice do we have?" Blanche didn't even look at the ymbryne.
"I take that as yes." Francesca said.

"That was a mess." Sharon said after John and Blanche had been escorted out, "We should have interrogated them separately."
"That wasn't meant to be an interrogation." Francesca said, "We should have asked them what intelligence they have, not questioning their loyalty like that."
"Well, I didn't see you try to lead the conversation back to that." Mr. Albiar said, "You seem pretty okay with questioning their loyalty."
"Because their loyalty does need to be questioned." Francesca replied, "It wasn't ideal, but it's necessary. There's just too much coincidence."
"So what do we do with Emma Bloom?" a councilor asked.
"Put her in our residents," someone suggested, "Just make sure she can't break out of this loop."
