The underwater cookies came from normally cookies originally yet when the dark flower war came some cookies fled to sea in order to avoid dark enchantress cookie and her army.
There are two theories, either they did some fucked up genetic mutation shit with sea creatures OR they prayed to sea fairy cookie's frozen statue and she just decided "shit might as well fuck up their genes."
