It started when Pokemon after Pokemon would talk to others of their kind about a boy with black hair, a cap and a Pikachu always be his side, Helping them when they were in trouble not wanting anything in return.

And it becomes the urban legend shared all around the world to all sorts of Pokemon.

At first no-one really believed it but after countless Pokemon confessed that the boy exactly how the urban legend described helped them, Everyone stars to believe it's true.

And that is the reason that Ash always runs into Pokemon that need help, as they see him and work out that he is the boy from the urban legend and go to him for help.
