Because Earth's atmosphere was incredibly toxic during this time due to there being no terrestrial plants, while on land you have to wear a respirator in order to breathe or else you will suffocate and die. not that's going to matter, since there's nothing to see on land as life was still restricted to the ocean during the cambrian.
