A Councillor this time as well. I'm not a big fan of Emery as he did many nasty things to Sophie but sadly I admit it is possible for him to be Sophie's BF.
Evidence:
1. I assume he is a powerful Telepath like Sophie since he monitors the discussion among the Councillors.
Areas that do not fit to be a BF:
1. He did many nasty things to Sophie (for example, forcing Sophie to wear the Ability Restrictor). If he was Sophie's dad, he definitely would not have done this.
2. He was not always supportive of Sophie.
