He's only comes out at night where the most crime is committed and ever since the first day....crime has gone down by 15%. His weapon are mostly are hand to hand combat, but he does have hidden blades that he uses only if absolutely necessary.

These blades can slice your skin like a cutting pieces of paper with a sharp knife. They are very dangerous to whom ever is using them. With one quick hand motion it can be attracted and retracted very quickly without anyone noticing. It did come in handy a few times where I needed to be in and out.
The tools he uses is a grappling hook that is attached to one of my arms that can attract very far and pull me at a very fast pace. It useful to get up on to very high buildings without using my semblance all the time.
(Just think of the grappling hook from Just Cause. Look it up if you don't know)
So far this is only the beginning of what is to come, the ghost will only get stronger from here. From the combat training to the tools he will gain. He will be the hero that will bring peace.
