It includes grants, "soft" loans (where the grant element is at least 25% of the total) and the provision of technical assistance, and excludes grants and loans for military purposes. (quoted from https://dashboards.sdgindex.org/map/indicators/sdg17_oda). To archive the Sustainable Development Goal, we need to raise the value higher then 0.7. The long term requirement is 1.
