A/N: AU where Italy is a merman :3 I'll be using human names.

Feliciano swam happily through the warm, salty water. He decided that he wanted to take a break from his royal duties. Yes Feliciano is a prince, him and his brother Lovino. Sometimes, it just got too stressful and he needed to get away. He knew his brother would be angry, but for right now, he swam without a care. He looked up and through the water, he saw a human on the dock. Feliciano had always heard about them, but he had never seen one himself. The human looked deeply saddened, his sky blue eyes filling with tears. Feliciano then noticed there was something tied around the man's foot. [A/N: Yes, he knows what a foot is. They actually bothered to teach him about humans XD]. It was a big brick. The man suddenly jumped into the water. He started sinking down fast. Feliciano knew that he wasn't supposed to go near a human or be seen, but he couldn't just let this poor human drown. He swam to the man quickly. He was completely still. He flicked his tail hard to get to the man. When Feliciano got to him, the man was unconscious. (Oh no what do I do?! Wait I could...I can't, it's against everything I was ever taught. But I can't just leave him here. Oh I'll deal with it later.) Feliciano thought to himself. Feliciano cleared his throat and sang a song spell. "Oh dèi del blu profondo. Transforma questo uomo della terra, in un uomo di mare. Girare a piedi per le pinne, le gambe alla coda. Si prega di fare quello che chiedo e non fallire."   (Sorry Italian speakers if that made no sense. Google translate is pretty wonky, especially when you type in full sentences)

Suddenly, the man was surrounded by a bright light. The chain around his leg broke and his legs started to fuse together. A beautiful green tail formed, along with small gills on either side of the base of his neck. "Wow, he so handsome." Feliciano thought. The man inhaled through his gills and slowly opened his eyes? (Where am I?) He thought. "Um hi my name is Feliciano, what's yours." The language Feliciano spoke was unlike anything he ever heard, but he understood it. He looked over and was instantly captivated by Feliciano's beauty. The way his auburn hair swayed slightly in the ocean current and his brown eyes were bright with curiosity. Surprisingly, he answered back in the same language. "My name is Ludwig. How am I still alive?" Ludwig asked. "Well, I used a song spell to turn you into a merman like me." Feliciano replied. Ludwig looked at Feliciano's royal blue tail, then looked at his own emerald green one. He was completely bewildered. (So I guess my brother wasn't crazy when he said he saw a mermaid). Ludwig thought to himself. "That's possible?" He asked. "Yes, but I wasn't really supposed to do it. I just saw you and I felt like I couldn't let you drown." Feliciano replied. "This is a lot to take in." Ludwig said, staring at his tail. "Yeah, um I'm also a prince. Well, my older brother and I." Feliciano said. "You're royalty?" Ludwig asked. "Yeah and I should probably be getting back now. Come with me." Feliciano said. "Is that really okay?" Ludwig asked worriedly. "Yes, but one more thing." Feliciano said. "What is it?" Ludwig asked. "Why did you jump into the water tied to a brick?" Feliciano asked. Ludwig looked down. "I was trying to end my life." He answered.  "Oh, well now you can start a new life here." Feliciano said, smiling brightly. Feliciano grabbed Ludwig's hand and swam towards the castle. When they entered the castle, Lovino was waiting at the top of the stairs. "Where the hell were you?!" He exclaimed. "Sorry I went for a swim and...I need to talk to you." Feliciano said. Lovino looked at Ludwig. "Who are you?" He asked. "That's what we need to talk about." Feliciano replied. "Ok." Lovino said. They swam into Feliciano's room. "So this is Ludwig and he was sorta...A human." Feliciano said, hesitantly. "What?! You turned a human into a mer?! Feli you know that's against the rules!" Lovino exclaimed. "Yes but he was tied to a brick and he jumped into the water. He was barely alive. I couldn't let him die! I just couldn't!" Feliciano said, beginning to cry. [I know they're underwater but, fanfiction physics ya know?]. Lovino's expression softened. "Look, I know I don't like humans, but you usually have good judgment so if you trust him, so do I. But that's not the problem. You know it's against rules to turn humans. We must keep this a secret for your safety." Lovino said. "Thanks fratello!" Feliciano exclaimed. He hugged his brother tightly. "Also as long as you don't try to go back to land and expose us." Lovino said to Ludwig. "I promise I won't. I hated it up there, that's why I tried to...well you know." Ludwig replied. "Well let's get you a room. And also, if anyone asks, say you saved him from fishing nets." Lovino said. They nodded. "Nice to meet you."He told Lovino. Lovino nodded and shook his hand. *A few months later* [Sorry for huge time skip but couldn't think of anything else to put]. "Feliciano, it's time for you to get married." Feliciano's grandfather said. "To who?" Feliciano asked, frowning. "A woman of your choice at tonight's ball." Romulus answered. [I thinks that's his 2p name, but I don't remember his human name so I will be using that one]. "Tonight?" Feliciano asked, surprised. "Yes. You should start getting ready." Romulus said. Feliciano looked down. "Yes grandfather." Feliciano said, swimming off solemnly. Feliciano was going to his room, when he ran into Ludwig. "I'm sorry!" Feliciano exclaimed, blushing. "So you're getting married?" Ludwig asked. Feli's smile faded. "Yes but...". "But what? Aren't you happy that you will have a wife?" Ludwig asked, faking a smile. "I don't want to marry just any woman." Feliciano said. "Do you have a certain woman you love?" Ludwig asked. "Um...not a woman." Feliciano replied, figiting with his fingers. Ludwig felt hope. In their months of living together, they grew close to each other and let's just say, the feeling they got when they first met each other only grew stronger. "Then who is the man you would like to marry?" Ludwig asked. Feliciano put his hand on Ludwig's cheek. "Since I first met you, I felt something I had never felt. No amount of flirting with girls could ever compair. I tried to deny it, but that only made me feel it more. I love you, Ludwig Beilschdmit." Feliciano said. Ludwig was surprised, but had never in his life felt this happy. Ludwig leaned forward and kissed Feliciano. The kiss was soft and sweet, Feliciano sighed blissfully. Tears fell from his eyes as he realized he would never be allowed to marry Ludwig. There was only once that something like that happened. His grandfather told him stories of a king who married another merman. They ruled their kingdom fairly and everyone was happy. Then one day, sea witches came and turned the merman into a human. He sadly said goodbye and left to land. The king was so heartbroken, that he forbade the marriage of two men. The man remarried a woman and had children. "Feliciano." Feliciano pulled away from Ludwig. Romulus was in front of them, no doubt he had seen them kissing. "Grandfather, I don't want to marry a woman. I would never be able to love her. Ludwig is the one I love. Please let me marry him." Feliciano said with a steady voice. "I'm sorry Feliciano, but no you can't. Romulus replied. "Why? Come on grandfather! There had to be someone you loved with all your heart! Please!" Feliciano said. He began sobbing. Ludwig felt his heart break seeing the love of his life cry. He hugged Feliciano tightly. "Shh it's okay. Don't cry my love, it's for the best." Ludwig cooed softly. Romulus's eyes widened. He had a flashback. "Shh it's okay. Don't cry my love, it's for the best." [A/N: Don't know Germania's human name, so I'm gonna call him Luther]. Luther whispered. "This isn't fair! Why did they have to do this to you?! We didn't do anything wrong to those sea witches!" Romulus yelled. "Romulus, my love, there is nothing we can do now. They made me permanently human. But I will promise you one thing, as long as you do the same. I will have children and so will you.They will have children of their own.When the time is right, our grandchildren will meet each other and shall be married. It doesn't matter if they are both males, females, or a man and woman.They shall be as in love with each other as you and I are. And when they ask you to be wed, you will allow them to marry. Please promise me Romulus." Luther finished. "Ok, I promise." Romulus replied. "Oh, and my grandchild shall return to the sea as a human, so make sure you teach your grandchild a song spell for turning humans into mer." Luther said. "Yes, I will." Romulus replied. Luther kissed Romulus gently and stood up. "I love you, always remember that Romulus." Luther said. He walked away from the rock he was sitting and headed towards land.

Romulus looked at Feliciano and Ludwig. "Feliciano, there is something I haven't told you." Romulus said. Feliciano looked at him. "What is it?" Feliciano asked. "Those stories about the king marring a merman, they weren't about people of the ancient past. That king was me, and the merman I married was named Luther." Romulus said. Ludwig and Feliciano's eyes widened. "That's my grandfather's name." Ludwig said. "So he kept the promise as well." Romulus said. "What?" Feliciano asked, still taking everything in. "Ludwig, I was married to your grandfather. He was turned permanently human by sea witches. That's why you were born human." Romulus said. "We made a promise to have children and then have grandchildren as well. When the time was right, his grandchild would meet mine and they would fall in love. He told me it didn't matter what gender they were, when they asked to be wed, I would allow them to. So the answer is yes Feliciano, you are allowed to marry Ludwig. The ball is off." Romulus said. Feliciano smiled brightly. "So you finally told them." a voice said from behind Romulus. He turned around and saw Lovino. "You knew fratello?" Feliciano asked. "Si, he told me when I was younger, but said I had to keep it a secret." Lovino replied. "I also have someone who is here to see all of you." Lovino said with a smile. "Who?" Romulus asked. Lovino looked at someone they couldn't see. "You can come here now." Lovino said. A merman swam into view. Not just any merman, Luther. "Luther?" Romulus asked. [Yes I know Italy and Germany are their grandsons, but it doesn't count. Rome and Germania had children with different people in this oneshot. And plus, fanfiction physics]. "Hello Romulus." Luther said. Romulus swam to him and hugged him tightly. "Luther how are you a merman again? I thought the spell was permanent." Romulus asked. "It broke a few months ago and I was waiting for the moment Feliciano and Ludwig were allowed to be wed to come back here." Luther replied. "How did you know when?" Romulus asked. "Lovino met me at the tide pool to keep me informed." Luther replied. "You did fratello?" Feliciano asked. Lovino blushed and looked down. "Yeah." He replied. "Well let's start planning the wedding." Romulus said happily. *A month later* "Fratello don't worry you look good." Lovino reassured. "Thank you." Feliciano said. He looked in the mirror. He was wearing an ivory, tuxedo-like top with a matching veil attached to his beautiful crown that had diamonds and pearls. "You have you go now. Wouldn't want to be late." Lovino said. Feliciano smiled. "Ok let's go." He said. They met up with Romulus. Lovino went with the rest of the groomsmen. Romulus interlocked his arm with Feliciano's. The ceremony began. Sometimes two groomsmen, a groomsman and a bridesmaid, or two bridesmaids swam out together. Elizabeta and Roderich, [within that month timeskip, they found Prussia and made him a merman.] Gilbert and Matthew, Alfred and Kiku, Arthur and Francis [sorry just had to.], Ivan and Yao, Lili and Natalya, Lovino and Antonio, and finally Ludwig swam down the aisle. The music began. Feliciano and Romulus swam slowly down the aisle. Ludwig was breathtaken by Feliciano. After a little while, they reached Ludwig. The pastor began with the lines we all know. "Feliciano, do you take Ludwig to be your husband? In sickness and in health, so long as you both may live." The pastor asked. "I do." Feliciano said smiling. "Ludwig, do you take Feliciano to be your husband? In sickness and in health, so long as you both may live." "I do." Ludwig replied. "You may kiss your husband." The pastor said. Ludwig and Feliciano kissed happily. Everyone cheered and clapped. Feliciano looked into Ludwig's eyes. They smiled at each other and swam back down the aisle. *one last timeskip to a year later* Feliciano looked at the beautiful baby mermaid in his arms. She had auburn hair and crystal blue eyes. She looked at Feliciano and laughed happily. Ludwig's heart melted when he saw the adorable sight. He swam up to Feliciano and hugged him from behind. "Oh hi there, I didn't see you." Feliciano said, giving Ludwig a chaste kiss. "One day, she will be a strong and beautiful mermaid, who loves pasta of course." Ludwig said. Feliciano laughed. "Yes she will."
