Midoriya stretched, "10 minutes until the meeting and I need food..
That's more than enough time to get some blood and invade the meeting"
He thought to himself.
His body felt amazing after all the sleep he had gotten.
He teleported away at once and into an alleyway in the city.
It didn't take all too long to find a victim and get some blood.
From there, Midoriya teleported straight to Aizawa completely Invisible.
"Midoriya...?"
Aizawa called out as his scent hit his nose.
"Here.
And I'm early aren't I?"
"More like just in time, we're only waiting on one more person"
"Who?"
"All might.
He's always late to meetings."
"Makes sense"
"You smell like blood did you g-"
Aizawa was cut off when suddenly spoken to.
"Hey eraserhead"
Edgeshot smiled, he had been seated next to him because of how the seating chart had worked.
All the heroes had been given a seat at the meeting, they were seated around a round circle table. It made things convenient when it came to talking.
They all had A plaque with their names on it where they were supposed to be seated.
"Hello"
Aizawa said a bit annoyed.
"This reaper villain sure is difficult to catch.
Do you think they're associated with the league?"
He asked.
"Who knows, maybe?
But isn't the league a pretty recent group?
Wasn't the blood reaper already an issue far before the league came into play?"
Aizawa asked.
"Yeah but the deaths caused by the blood reaper have had a sudden increase just around the time the league became a thing."
"I wouldn't be surprised. We don't know a thing about the blood reaper so anything's possible"
"Yeah..."
"We won't be able to have casual Convo during this meeting.
It's not an issue,
Only 1 person is doing the talking and it's you."

All might ran inside, already 5 minutes late. "apologies everyone I was held up by traffic"
He said as he let out a deep breath and sat down at his seat, it was right next to Aizawa.
Midoriya stared in disgust as he flew up and sat above the table via floating.
"It's okay all might, now that you're here we can officially begin the meeting"
A detective with flat black hair and incoming beard stubble said.
It was detective Tsukauchi.
Everyone knew he had amazing detective abilities, especially for someone who was quirkless and could only rely on his own brain and not some supernatural power to help.
He was the #1 detective in Japan, the best of the best. Even with a sister with a lie detector and a detective herself, he was still able to out detective her.
"I suppose it was a good thing I came along.
I'll be able to see his work in action and see how much of a real threat he is."
Midoriya thought to himself as he fixed himself into a comfortable position.
"Okay.
The blood reaper is a notorious villain.
Because of the lack of evidence, we have no leads in the slightest.
The only thing that's pointed in the same direction is the condition of the victims after death.
They're all found blood drained with broken skin from a bite in the neck.
They've been around for now 11 years but it hasn't been up until recently approximately 2 months ago that the killings become straight massacres.
The blood reaper never killed over a hundred people per night in the past once a month.
So why has there been a sudden change?
Who are they?
Is there more than 1 person involved?
Today we are all gathered here to see if we can figure it out.
Realistically, with the lack of evidence we won't have any leads.
But this meeting will allow us to figure out some details about them to see what exactly we are dealing with.
So far.
We know minimal things.
1.
The blood reaper only attacks at night
And
2.
All victims are found drained of blood and bitten at the neck
Other than that, there are things we don't know.
Like
Is the blood reaper more than 1 person?
Are they associated with the new villain group, the league of villains?
Why are they attacking?
Where is the blood going?
What quirk is behind this?
And more.
Now with all this said the discussion may start.
Has anyone had any direct contact with the blood reaper?"
Tsukauchi said as he wrote out information on the e-board given.
It was a high-tech white board.
Hawks raised his hand, confusing both Aizawa and Midoriya as all eyes landed on him.
"I haven't had any direct confrontation with them. But I did chase them down an alleyway in Tokyo 2 days back during the massacre"
He said as he put his hand down.
"You chased them?
Are there any physical characteristics you could point out?"
"Well they are fast and they traveled as a dark smoke.
I couldn't catch up even flying as fast as possible, they're also extremely agile."
"A dark smoke?"
"Yes like a little puff cloud of black smoke"
"...there wasn't a physical body?"
"No, that's what confused me"
"How are you certain that was the blood reaper?"
"Well when I lost them, a couple bodies appeared appeared all around.
The bodies fell under the same description"
"Hm.
So a dark smoke for travel, speed and agility are some possible characteristics.
Can anyone else confirm whether or not they've had the same experience?"
Tsukauchi asked.
It wasn't that they doubted Hawks, it's just highly possible he could've been chasing a villain not related to the situation.
"I can.
However I couldn't chase for as long as I was caught up at a dead end"
Edgeshot said disappointed.
"Me as well, I was so close to grabbing it but it disappeared before I could grasp it"
Mirko added.
"Hm, so then it is a bit of a trend.
And this was all on the night of 2 days ago?"
The 3 nodded their heads.
"And if you knew the time, what time was it?"
"For me it was 12:30am-1:00am"
Hawks said.
"2:30am-3am"
"2:30am-3am for me as well..."
"So 1 of 2 possibilities are possible.
When the blood reaper escaped one hero another chase began shortly after.
Or.
There are multiple people involved and we've put them all under the same basket name.
Does anyone have any arguments or supportive ideas to any of the possibilities?"
"Well the victims are all found blood drained and we all agreed that the blood reaper is drinking the blood.
But the human stomach capacity cannot support all the blood a human carries at once.
And the blood reaper goes after more than just 1 person.
So believing it's more than 1 person isn't far fetched at all.
But then the question is; if over hundreds of people are involved in these massacres, why haven't we seen a single one?"
Ryukyu said as she pinched the bridge of her forehead.
"That's the current issue we have.
We cannot tell whether or not the threat we are dealing with is multiple people with quirks working together

If the blood reaper just isn't human all together..."
Tsukauchi said ominously as he drew a question mark by the word human.
"There's no way they aren't human?! If they aren't human then what are they? Monsters?"
Endeavor hissed as he grew annoyed.
"Well someone clearly doesn't read enough story books.
Put the pieces together.
Drinks blood, only comes out at night, super agile?

Hawks said sarcastically, not a bit of belief in his own words.
Both Midoriya and Aizawa felt their hearts drop as he hit the nail on the head.
They were lucky that the nail was only hit with a balloon shaped hammer...
"Vampires don't exist Hawks"
Mirko groaned.
"Someone didn't pick up on my sarcasm.
What I'm saying is, maybe it's a vampiric quirk."

Whoever this is has a quirk that makes them drink blood.
I have 2 things to ask.

Someone please pull up all the dates where a massacre has occurred, these last 2 aren't the first.
It's only a first time that the amount of people has reached the hundreds.

2.
Wasn't there a girl a couple years ago who was expelled from her middle school for stabbing one of her classmates and drinking their blood?
And she's been on the run ever since.
This could be her doing.
If she's not directly the blood reaper, she could be orchestrating all of it indirectly"
Hawks said as he sighed, for the past couple days all he could think about was the blood reaper and it resulted in many theories of his own coming to life.
Tsukauchi pulled up all the dates the murders happened and showed them on the board as he talked.
"Isn't believing that a girl from one incident a couple years ago is behind all this a bit too far fetched?"
Edgeshot asked.
"1 lead is better than no leads.
Now there is something I wanted to bring up about all those nights."
He paused as he pulled up some data from his phone.
It was just a picture of the moon, he confused everyone else.
"All those nights have been full moons.
I noticied it 2 nights ago and the first time around.
I then did some research on the massacres that occured monthly and realized all of the dates have been dates of a full moon.
Do you realize what this edge gives us?
We can now calculate the day the massacres will take place"
Hawks said with a proud grin.
His love for the night sky was finally coming in handy.
"So you wanna tell me whoever the blood reaper is-

Only massacres on nights of a full moon...?

"Hawks is the biggest problem here.
I thought it was going to be the detective but he gathered too many details against us."
Midoriya said as he adjusted himself.

"But who is the girl they brought up? This is the first time I'm hearing about it?"
"I was surprised when I heard about it too.
I thought she was a vampire but both her parents are alive and well.
Not to mention she appears on camera"

"Not exactly, she still eats human food.

"We initiate a lock down every full moon.
If there's no one outside they won't have anyone to attack except for us.
And from there we can all work together to take them down"
"But isn't that extremely dangerous.
They were able to Dupe all of us at the same time just 2 days ago.
And if they do go to attacking us, how are we going to stop them if they're stronger?"
"I agree with Edgeshot, what if their quirk is too strong for some of us here?
Seeing how fast and agile they are, what if they actually manage to kill some of us...?"
Hawks let out a smug grin, "we have no issue.
