Before you go ahead and start drawing away, you want to figure out the Five W's of your character. Who, what, where, when and why. I know... You've seen them a lot of times in Language Arts and Literature Classes. Trust me, the Five W's will be of great help for figuring out different aspects of your character.

Who is your character? What are some notable personality traits? What are their strengths and flaws? Who do they align themselves with? Asking the question "who" will help you figure out who the character is as a person.
What job does your character have? What does your character like and dislike? What do they do in their free time? Asking "what" will help you figure out what your character does. You could also figure out their fighting style here if applicable. What powers do they utilize? What weapons do they prefer?
Where was your character born or created? Where does your character live? Where does your character work? Where your character lives and works may influence aesthetics choices.
When did your character live? The time period your character lived may affect their overall build. A character from the earlier X games may take on some characteristics from MegaMan Classic characters while a character from later X games may take on characteristics from MegaMan Zero games.
Why do they do what they do? What is their motive? What is their aspiration? What is their reason to live? What regrets do they have? Asking "why" will help you create their moral compass, identify their values and reasons or actions.

You may also ask the question "How?" to figure out some aspects of your character. How did they become who they are? How does your character's actions affect them and those around them?

This is also where you would figure out your character's backstory. Your character's past will give some influence on how the character acts in certain situations.
