25. Petunia Dursley
Admittedly she had a long way to go, but I think that Petunia shows a good bit of growth throughout the series, and in a way, I can see why she does what she does. She was constantly jealous of her sister for getting all the attention in the family, for being able to do things that she could never do. But then when she dies, she is forced to come to terms with the fact that she never had the relationship with her sister that she might have wanted. Now, with her sister gone, she has to raise her son, who is, not only another example of someone with the incredible abilities she will never possess, but who is also a constant reminder of the sister that she lost and the relationship she ruined out of jealousy. It doesn't excuse her behavior, but it does explain it to an extent, and at end, she apologizes to Harry and the two share a moment over the loss of a very important person in their lives, where she finally admits how upset she was at the loss of her sister.
