38. Cho Chang
We interrupt this discussion of legitimate and complicated characters for another mention of a total waste of space. Cho exists purely to cause love triangles. She must have had a decent relationship with Cedric, and something about her made an impression on Harry, but she has no redeeming qualities as far as I can tell. She turned in Dumbledore's Army! Sure, she was under Veritaserum, but they still singled her out as the one most likely to crack! And then she gives them these sad, pathetic little looks when they come out of a torturous detention with Umbridge that she managed to get out of, as if she expects them to understand. She's a legitimate waste of space.
