While the United States government is currently non-existent, along with the other world governments, the CDC remains to be under lockdown. In an emergency such as this, the CDC will stay in lockdown due to the deadly viruses that exist within its walls. Its occupants are safer to stay in the heavily guarded facility, rather than being outside with death and a starving populace.

As much as the outside wails for food, the CDCs not equipped to feed the millions who are still alive in Atlanta. The windows have been locked electronically with steel shutters. As hard as the outside may try, it would be impossible for them to breach the CDC. Since the bombing in 2021 did significant damage to the former CDC, the new building is built to withstand a nuclear blast. The populace may be desperate to eat; unfortunately, they do not have the capability to invade the CDC.

The weather begins to turn vicious as the wind begins to whirl chaotically. As people struggle to walk against the wind, they soon find that their lack of sustenance causes them to become exhausted within minutes. Unable to suppress themselves from the elements, those outside frantically seek shelter from the brewing storm that is about to unleash itself upon the great metropolis. Trash cans begin to roll through the nearly deserted streets and bang hard against whatever solid structure they encounter. Since all forms of communication are down, no one knows how brutal the oncoming storm will be. The wind howls fiercely among the desolate.

In the distance, a gray shadow begins to roll into Atlanta's perimeter. Within seconds, gusty winds releasing fluffy, white snowflakes begin to embellish Atlanta's skyline. A blizzard's marching in with great force. Atlanta becomes a ghost town as its citizen's lie in their shelter, hoping and praying that the storm will subside quickly, so that they can try to find food before darkness falls.

Southwest of Atlanta, the storm has yet to arrive. The Plaza windows reflect the sunshine as it douses its rays along the bleached building. The wind begins to blow with great force, signaling that the blizzard is approaching. The Plaza's occupants, along with the CDCs, are the only two sources that have information about the blizzard, since they have running generators fueling the equipment stored within their sanctuaries. Victor looks at the oncoming weather on a computer in the lab where he has been for the night, watching over Georgia's lifeless body.

"Damn, just what we need, a blizzard!" Victor says to himself.

Alone with Georgia, Victor begins to prep her. While she lost a lot of blood from falling onto the rocks and splitting her head open, Victor is able to drain nearly three pints of blood from her. When he finishes, he takes the blood and immediately puts it in a container and stores it in the walk-in cooler. When he exits the cooler, he finds Charles Stevens standing next to Georgia. Furious and full of hatred for Stevens, Victor picks up a scalpel and rushes towards him, hoping to inflict lethal harm to Stevens. When Victor nearly cuts Stevens in the face, Stevens pulls out his gun and points it directly at Victor's head.

"You are a dumb son of a bitch, Parks. You think your tiny slashing tool is going to hurt me. Put it down, now, or you will be joining your late wife. Is that what you want?" Stevens says, as he continues to hold his gun on Victor.

Full of anger and contempt for Stevens, Victor drops the scalpel, and says, "What the hell are you doing here? You weren't invited! Get the hell out now, asshole!" Victor yells, as he points to the exit.

Stevens lowers his weapon, and says, "Anything you say, Parks. But I just want you to know that your plan, the great plan you and Gerald have concocted, is failing. The world's starving, the governments have seceded, and your little utopia's not going to happen. Instead, you and the rest of your cohorts are going to suffer like the rest of the world. And when you do, I hope I'm there so I can piss on your useless asses."
