This is a strange Phenomenon, parallel phenomenon. We are all currently in a war located in Romania, but did everyone notice that there's a change on the system? Wait, they modified this system first, but actually-they didn't realize the additional change. What is it? What kind of change? Gaia and Alaya actually noticed that change, unfortunately they couldn't do anything. Remember right? Counter Force from Gaia and Counter Guardian will take an Action once it is confirmed that there's something that would destroy mandkind or the world. But we can breath in relief since this change wouldn't harm anyone or the world, but this will change the 'fate' itself. We all know the Holy Grail War in Fuyuki city is the first and the real war with its system, only by some circumtances of Clocktower's Mage Association and Yggdmillennia family, the system of this war had been modified. The Great Grail War in Romania was the largest scale of the war since the participants divided into two factions, Red team belonged to Clocktower's Mage and Black team belonged to Yggdillennia family of Mage. During the third Holy Grail War in Fuyuki, Nazi and Darnic Prestone Yggdmillennia stole the Grail from Fuyuki and hid it in Romania. The Main branch of Association, Clocktower, couldn't ignore Yggdmillennia's act and attempted to rebel against Clocktower,

Thus why the Clocktower dispatched some Magician to take care and defeat the Yggdmillennias. Now with this violated system, it proved by Ruler's appearance in this war. Only one thing they didn't realize, the parallel phenomenon, even Ruler herself didn't realize that Fate has changed, it unconsciously changed. Why? This all actually not so far from participants fault. Due to large scale of Holy Grail War, it took damage on Fate system, so to maintain the Grail, it needed to change the fate itself.

Why since the beginning i explained this thing?

It is really simple. It wouldn't harm the world or people, since Both Gaia and Alaya didn't take action toward this phenomenon, this is only small change that will affect one or two fated person.

His only name survived from Nazi's attack, he lived since the third war happened, he lived till' now to fulfill his destiny.

But in here, his only motive had changed from purifying the world to aim a serious plan about Ruler. He had no idea himself why he started this war. He himself is a Ruler. The parallel phenomenon sucesfully made him ignore his true motivation. Now his only focus is about another Ruler summoned in 4th Great Grail War, Jeanne D'Arc. Yes, Jeanne, a Ruler class servant summoned to be a judge for this war. She could kill a servant who violated the system more if she wants, since she really have each servant's command spell to do suicidal action. He is only an exception here.

Since the first Jeanne's summoning, Shirou forgot to order Karna to kill her, the parallel phenomenon made him dig more about her. So that's why he monitored every of her movements using Semiramis skill as an Assassin.
