I always had the head cannon that these two had a relationship like this, with Starscream on top...it just makes sense. Megatron takes charge in basically everything, so he likes being able to loose control. And it's the opposite with Starscream. I don't know, it's the dynamic I chose for some of my unpublished fanfics at least.
