Imagine living in a world where there was very limited technology. A slim amount of old fashion medication and no way to make more. Where people traveled by foot or in some rare cases, by bike. In a world void of litterature or any other form of media the government thought to be too open minded.
60 years ago in 2012 the government implimented a horrendous act that left millions of people dead. Out of the few thousand people remaining, a mere hundred people rebelled. Unfortunately, they too were soon added to the death toll. Any remaing humans were either to hurt or too scared to act.
They created small colonies that are now under very strict rule by the government. Any move too spontaneous, any word too free willed, they would find you. No matter where you were in the world, they would hunt you down and kill you. Or even worse, terminate you.
When people's intellegence evolve out of the governments control, they dispose of the tainted population. And thus, the Ultimate Termination.
