The city of Panem survived it's first uprising, the 13 districts being formed after the rebellion ended.

Ruled by president Theta Snow, the Capitol announced 24 years ago, as punishment for the defiance, that each district is to sacrifice one young man and woman to fight to the death in an arena with a lone victor, the survivor.

This reminder of the rebellion shall from now on and forever be known as "The Hunger Games".
