Dixie Kong was cut from Brawl
One source states, "Diddy Kong, the best friend Donkey Kong, was finally made a playable character in Super Smash Bros. Brawl, but he originally wasn't intended to join alone. His girlfriend Dixie Kong was also meant to join as well, but ended up being cut from the final game.
The reason for this is because Diddy and Dixie were originally conceived to be a tag-team partnership, much like they were in Donkey Kong Country 2: Diddy's Kong Quest. But the idea was scrapped when the developers ran into technical issues trying to implement it, and focus was placed on Diddy Kong alone.
Perhaps one day Diddy and Dixie will finally fight together?"(Jacobs).
