User can freeze the water around them and then manipulate the ice that they freeze. The user cannot manipulate already existing ice, but can freeze water from quite a distance, including the water in the air
Quirk Factor:
Users quirk factor comes from their body, primarily their hands.
Strengths:
Permafrost is a good offensive quirk as long as there is water around
Weaknesses:
Frost will begin to grow on the user's body due to the freezing of water in the air, that will become dangerous for the user.
