23. Operation Catnip

Start from the beginning
                                        

"This is Homura Kazumi," Mandalay said. "Now, there isn't any public record of this guy, so we have to assume the name that gangbanger gave you is an alias. We've ran his face through recognition software to try and identify him that way through public cameras, but there's two problems on that front."

She raised her index finger (in this case, the index claw). "One, he's only gone out twice in the past month, and when he is out he's carefully avoiding all cameras." She raised her middle finger (or claw). "Two, we couldn't get any records of him. We have to assume this guy is a foreign national, because I can't think of any other way we'd have no record of him whatsoever."

Ken nodded, his concentrated expression masking his concern. No public records at all? We're not dealing with some yakuza wannabe. Just who is he?

"What about his operation?" Ken took a seat across from them on the round table. "What's the plan?"

After typing something on the laptop again, Mandalay pulled up an image of a series of warehouses, a picture of a convenience store, and pictures of about thirty different people, all inside a building with plenty of open space.

"Thanks to our investigative findings and the help of our man on the inside," Tiger explained, "we have a lot of information to work with."

"These guys," Pixie-Bob said, pointing to the pictures of the various different guys, "are the people that are regularly inside their headquarters. More come and go, but these guys are generally in their HQ at all times."

"Your inside man got these pictures?"

"Correct." Pixie-Bob then pointed to the various warehouses, about twelve in total. "Homura's main business is in pharmaceuticals. Ten of these buildings are production facilities, making whatever drugs he can get his hands on. There's an average of forty guys in each, but most have weak quirks. There's also one manager per building. It'd only take maybe one or two heroes to shut a single building down."

"What about the other two?" Ken asked, pointing to the two buildings she didn't point out.

"This building is where Homura does his distribution," Mandalay said. "Meets with drug dealers, yakuza wannabe thugs, that kind of thing. And this building..." She pointed to the last building. "Unfortunately, this is the only building we don't have any information on."

"Your inside man didn't get anything on it?"

"All we know is that Homura goes in there alone." Mandalay's glove-claws tapped against the table. "Our guy didn't infiltrate the operation. He worked for them first, then reached out to us after he had a change of heart. He's worked his way up to a decent spot into their organization, and he's done a great job giving us whatever information he could with such limited opportunities. Thing is, it sounds like no one else knows what goes on in that building. No one but Homura."

"That doesn't sound good." Ken sighed, tapping his thumb against his temple. "And the headquarters?"

Tiger motioned to the convenience store. "This business is a front for their organization. Our man on the inside told us they have an entrance in their back room, a trapdoor of sorts. Sounds like their entire headquarters lay underground. He's given us a decent layout of their facility. We'll be meeting again three days from now with the other heroes to discuss our plan of infiltration and attack."
